Veterans and Military-Affiliated Advisory Committee (VMAAC)

Charge

Established in September 2017, the charge of the VMAAC is to:

• Focus on the experiences of Veterans and military-affiliated students, family members, ISU faculty and staff. Provide recommendations regarding strategies to better serve this population with the goal being to promote student success and responsive workplace (focus on veteran and military affiliated students, family members, faculty and staff as applicable);
• Evaluate existing policies, procedures, and services as they pertain to, and impact, prospective and enrolled Veteran and military-affiliated students, faculty and staff. Recommend and advocate for policy changes as appropriate;
• Ensure Iowa State University is meeting, working towards, or exceeding the various requirements of the Home Base Iowa Certified Higher Academic Military Partners (CHAMPs) Program, the Principles of Excellence for Military and Veterans Education Benefits Programs, and other current or future agreements signed by Iowa State University related to serving Veterans and military-affiliated students;
• Increase campus-wide awareness of issues surrounding Veteran and military-affiliated students, including promoting a greater understanding of this diverse student population and the unique challenge and opportunities they have in higher education;

Activity

During the first year of this committee, the committee met monthly. Committee members performed a SWOT Analysis on Veteran and military-affiliated issues on campus. From the effort, the following was accomplished:

• Created these subcommittees: Veterans and Military Affairs Procedural Sub-committee, Institutional Benchmarking Sub-committee, Institutional Review Sub-committee
• Subcommittees reviewed various policies: Student Attendance Policy, Website/Messaging Review, Admissions/Recruiting, and made recommendations for improvement
• Other items were discussed and/or addressed:
o Training of Faculty & Staff
o Discussion with Legal Counsel about Veteran Status as a Protected Class
o Discussed process of release of information to various requests
o Roles & Responsibilities, organizational structure, student mapping process
o Attendance policy and withdrawal policy
o Data access update on release of information
o Recommended changes to the Department of Residence and Veterans Center websites for Students Called to Active Duty
o Discussed proposed changes to Military Leave Policy for Employees

Focus and objectives for the coming year are to become more advisory and less tactical. We plan to:
• Evaluate policies, procedures, and services as to the impact on prospective or enrolled Veteran and military-affiliated students, faculty and staff, and recommend and advocate for policy changes as appropriate;
• Determine how to best increase campus-wide awareness of Veteran and military-affiliated student issues and opportunities, including promoting a greater understanding of this diverse student population and its unique challenges and opportunities in higher education;
• Advise the Veterans Center on new and improved opportunities to provide programming, services, and support;
• Review the program requirements and/or expectations accompanying the following agreements entered into by Iowa State University: Home Base Iowa Certified Higher Academic Military Partners (CHAMP) program and the Principles of Excellence for Military and Veterans Education Benefits Program to determine which requirements are met and where opportunities exist for improvement in serving this student population with the goal being to address institutional barriers or hurdles to student success; and
• Review veteran student feedback collected through surveys and focus groups to gain a better understanding of the student experience through the eyes of our Veteran and military-affiliated students. Identify and begin to shape recommendations regarding strategies to better serve this population and increase their satisfaction, academic success, retention, and graduation.
